Is it possible to gift a Wii Shop game to a friend in another region?

If so is it possible to gift that friend a game not released in the friends region

Sorry dude, but you can't according from nintendo themselves
"Can I send a gift to anyone?
Gifts can only be sent to people you have registered in your Wii Address Book and that live in the same region as you do."
