Why aren't there many good eshop games yet, besides the virtual console games?

The eshop seems to already be a breeding ground for shovelware and there aren't anywhere near as many games for the service as there was for WiiWare when it was approaching its one year anniversary.
I'm not a fan of the Nintendoomed moniker, but things like this make me question Nintendo's business sense lol.
